Sarah Locher
Deputy Director of Planning, Performance & Strategy
Sarah Locher serves as the Deputy Director for Planning, Performance & Strategy where she oversees teams responsible for strategic planning, coordinating systems of care through key initiatives including CalAim, performance measurement, continuous improvement. She is committed to advancing San Francisco's housing justice vision and fostering a data-driven culture that delivers effective, efficient, and equitable programs for the city's most vulnerable residents.
Before stepping into her current role, Sarah served as HSH's first Manager of Data & Performance where she established the department's data analytics infrastructure from the ground up to support public reporting, compliance and regulatory reporting, performance measurement, program evaluation, systems modeling, and resource planning. She led critical projects like San Francisco's Point-in-Time Count and Housing Inventory Count, and spearheaded data visualization and dashboarding efforts to improve transparency and accountability across the homelessness response system.
Sarah holds a Master of Public Policy degree from the University of California, Los Angeles and a Bachelor of Arts in Ethnic Studies from the University of California, San Diego.
